Noel Pearson

Noel Pearson is an Indigenous Australian lawyer, public intellectual, and leader dedicated to the rights and empowerment of his people. Born in 1965 into the Baagarmuugu clan and raised in the Guugu Yimithirr community of Hope Vale, he attended St Peter’s College in Brisbane on a Lutheran scholarship. He went on to become the first Aboriginal student from Cape York to attend Sydney University, graduating in 1993 with degrees in Law and History. 

Pearson first rose to national prominence in the 1990s as a pivotal land rights advocate, co-founding the Cape York Land Council, launching the historic Wik Native Title Claim, and negotiating the federal Native Title Act of 1993. Choosing to work effectively as an Indigenous leader outside the formal political system, he later shifted his focus toward systemic welfare reform. Through his seminal 2000 paper Our Right to Take Responsibility and the establishment of the Cape York Partnership (CYP) in 2004, Pearson pioneered strategies to end “passive welfare” by fostering economic independence and local leadership. His policy recommendations led to the founding of the Family Responsibilities Commission (FRC).

A cornerstone of Pearson’s career is his enduring dedication to transforming educational outcomes for Aboriginal and Torres Strait Islander people. He established the Cape York Leaders Program to support remote students with high-quality boarding school scholarships, and authored the acclaimed 2009 Quarterly Essay, Radical hope – Education and equality in Australia. To combat the “soft bigotry of low expectations,” he established a high-expectation model through the Cape York Australian Aboriginal Academy (CYAAA) in 2010, introducing a scientifically proven Direct and Explicit Instruction teaching approach to remote primary schools. 

Building on these educational successes, he founded Good to Great Schools Australia (GGSA) in 2013 to support schools nationwide with effective instruction and evidence-based curricula, which included developing Australia’s first Explicit Direct Instruction Science Curriculum, Oz-e-Science. 

Recognised as one of the greatest orators in Australian history—celebrated for his historic 2014 eulogy for Prime Minister Gough Whitlam—Pearson has delivered the prestigious Boyer Lectures, co-received the Sydney Peace Prize, and played a leading role in advocating for the 2023 Voice to Parliament referendum. 

Today, he serves as the Director of the Cape York Partnership, Non-Executive Director of Fortescue, and Co-Chair of Good to Great Schools Australia. His primary focus remains the nationwide implementation of Direct Instruction to improve schools across Australia.
